About Us

The Centre of Excellence for Software Transfer (CEST), sponsored by the China-Singapore Guangzhou Knowledge City (CSGKC), is an important international base for knowledge transfer and a platform for bilateral communication between China and Singapore.

As an outstanding transnational and cross-cultural strategic communication platform and a highly recognized hub with intellectual resources of both countries, CEST shoulders the mission of carrying forward the fine cultures and knowledge between China and Singapore. CEST is aimed to develop into a key training and software transfer platform between China and Singapore. Both China and Singapore could carry out vital researches that are of value to policymakers and of international influence.

The cooperation agreement of Centre of Excellence for Software Transfer (CEST) was signed between China-Singapore Guangzhou Knowledge City Investment and Development Co., Ltd, Nanyang Technological University (NTU) and China-Singapore Guangzhou Knowledge City Administrative Committee at the Joint Council for Bilateral Cooperation meeting on 13th October 2015, and was witnessed by China Vice-Premier Zhang Gaoli and Singapore Deputy Prime Minister Teo Chee Hean. The aim is to develop CEST into a key training and software transfer platform between China and Singapore. Both China and Singapore could carry out vital researches that are of value to policymakers and of international influence.

CEST works with NTU and other well-known international institutions to conduct high-end trainings to introduce successful experiences on social management, economic structuring, industrial policy, business administration and sustainable development, etc. of Singapore and other advanced regions.

CEST partners with the government, businesses, social entities and educational institutions of Singapore and has rich experiences in organizing high-end forums, trainings and study visits, investment promotion, etc.

Through CEST, organizations or individuals from abroad who are interested to invest or work in China, could gain better understanding of the investment environment, culture, policies, etc, and they could link up with the local companies and resources via this platform.

CEST, as the first overseas training platform of NTU, is also an important contact base for NTU alumnus in China.

The only corporation knowledge transfer platform recognized by the Chinese and Singapore officially              

CSGKC is a state-level bilateral collaboration project between China and Singapore, which is located at the geometrical center of Guangzhou, as well as in the northern part of Huangpu District, with a total planned area of 232 square kilometers and a total planned population of around 700,000-1,000,000 people. In 2019, as the core innovation platform of Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor, CSGKC was included in the Development Plan for Guangdong-Hong Kong-Macao Greater Bay Area. CSGKC has developed into a prototype of a future city in nine years' time. Taking CSGKC as an innovative model, bringing together high-end industries and talents, CSGKC is focusing on creating a Knowledge Creation Demonstration Area within Greater Bay Area and National Knowledge Center with Global Significance.

    SEP.

    CEST successfully organized 2nd Inbound Training focusing on Business Environment Optimization & Innovation Driven Development. Mr. LIM Leong Fatt, former Senior Consultant of Software Transfer Office, Ministry of Trade and Industry of Singapore and Prof. CHEN Guanghan, member of first batch of high-end state level think tank, the chief expert of Institute of Guangdong, Hong Kong and Macau Development Studies of Sun Yat-Sen University, conducted the training. More than 230 representatives from the government, institutions and enterprises of Huangpu District and GDD attended the training.


    MAY.

    CEST successfully organised an Inbound Training focusing on the development trend of China's regional economy and the development opportunities of Guangdong-Hong Kong-Macao Greater Bay Area. Mr. Liu Yunhua, Executive Director of Singapore Excellence Investment Co, Professor of Renmin University of China and Nanyang Technological University, conducted the training. Nearly 250 representatives from the government, institutions and enterprises of Huangpu District and GDD participated in the training.

    May.

    2018 China Ready Programme,focusing on 'The Development and Strategy of  IP in China and Singapore'. The Preparatory Modules was held at IP Academy Singapore on 9-10 May, and the Market Immersion Modules was held in Guangzhou on 21-25 May.

     

    Aug.

    On 24 Aug 2018, The 6th Sino-Singapore Knowledge Forum 2018 was successfully held in Singapore for the first time this year, focusing on 'Forging New Frontiers - All-round Opening Up and Innovation-driven Development'. Singapore Minister for Education Ong Ye Kung, Guangdong Governor Ma Xingrui and Commercial Minister Counsellor of Embassy of the P.R.China Zhong Manying attended the forum.

  • 2017

    Mar.- Apr.

    Between March to April 2017, CEST successfully organized the inaugural China Ready Programme.  fostered a strong foundation for CEST's strategic cooperation with Enterprise Singapore.


    Aug.

    On 22 Aug 2017, CEST and Enterprise Singapore signed a MOU at SGCC annual meeting, witnessed by Mr. Ong Ye Kung, Minister for Education and Mr. Ma Xingrui, Governor of Guangdong Province.


    Sino-Singapore Knowledge Forum 2017 was held on 22 August 2017. Mr. Ong Ye Kung, Minister for Education (Higher Education and Skills) and 2nd Minister for Defence, Republic of Singapore, and Mr. Huang Ningsheng, Vice-Governor of Guangdong Province, gave an opening address at the opening ceremony.

    Apr.

    CEST successfully organized the 'Sino-Singapore Guangzhou Knowledge City–Business China Singapore Future China Business Forum' in Guangzhou on 23rd April 2016. Concurrently, a collaboration agreement was signed between CEST and Business China, Singapore.


    Jun.

    Logistics for the Sino-Singapore (ChongQing) interconnectivity project delegation was successfully held in Guangzhou by CEST.


    Dec.

    CEST successfully hosted the 'Sino-Singapore Knowledge Forum 2016' and the event attracted close to 800 attendees and an extensive media coverage.

    Oct.
