Centre of Excellence for Software Transfer is an outstanding base which constructed by China-Singapore international knowledge transfer hub and the important platform of Knowledge City.

The Centre of Excellence for Software Transfer (CEST) is an important international base for knowledge transfer and a platform for bilateral communication between China and Singapore. CEST shoulders the mission of carrying forward the fine cultures and knowledge between China and Singapore. As an outstanding transnational and cross-cultural strategic communication platform and a highly recognized hub with intellectual resources of both countries.

The First OutBound Training Program in 2013 was held successfully in Singapore

1, June 2013, Being an integral part of the Software Collaboration Project of Sino-Singapore Guangzhou Knowledge City (GKC), GKC's 2013 "Out-Bound Training Program" was successfully completed on 1 June 2013. Over the two weeks' program, the participants gained deeper understanding on Singapore’s policy making, urban planning, talent cultivation and social management, etc.

The course commenced on 19 May 2013, and the main theme was on Guangzhou's New Urbanisation and Talent Development. Lecturers at Nanyang Technological University (NTU) shared about the success factors and experiences of Singapore's development from various aspects with the 20 Luogang District officials. All the participants highly appraised the course arrangements and actively engaged themselves in the discussions with lecturers and experts.

In addition to the in-house training, visits to the Headquarter of Singapore's People Action Party, Radin Mas Community Centre, Thye Hua Kwan Moral Society and Housing Development Board (HDB) offered the participants a closer look at the Singapore's urban development and social management.
