Centre of Excellence for Software Transfer is an outstanding base which constructed by China-Singapore international knowledge transfer hub and the important platform of Knowledge City.

The Centre of Excellence for Software Transfer (CEST) is an important international base for knowledge transfer and a platform for bilateral communication between China and Singapore. CEST shoulders the mission of carrying forward the fine cultures and knowledge between China and Singapore. As an outstanding transnational and cross-cultural strategic communication platform and a highly recognized hub with intellectual resources of both countries.

4 February 2015, Upon request by the Guangzhou Development District (GDD) Water Supply Centre, Sino Singapore Guangzhou Knowledge City Investment and Development Co., Ltd. (GKC Co) co-organized an Inbound Training programme on Water Supply Management from 3 Feb to 4 Feb, 2015. Public Utilities Board (PUB) of Singapore sent three of their senior specialists to Guangzhou to share Singapore's successful experiences in water supply management.

This training was the first event to kick start the "2015 GKC Software Transfer Series", which is a display of GKC Co's strategic position in bridging Singapore's software resources and the local development needs.

As Singapore's national water agency, PUB is responsible for the collection, treatment, supply, and reclamation of Singapore's water resources. PUB has made Singapore one of the most water efficient cities in the world.

Mr.Wong Kee Wei, Dr Lim Mong Hoo and Mr. Ong Eng Keong, 3 of the leading experts in the field of water management in Singapore, visited Guangzhou Knowledge City and conducted a series of talks and presentations for the local officials and executives of the water supply companies.

On 3 Feb, the three experts from PUB, accompanied by Director Su Wen and Deputy Director Cai Chengpeng of the GDD Water Supply Center, and Mr. Ang Boon Peng, Vice President of Strategic Collaboration, GKC Co, visited Guangzhou Development District and Guangzhou Knowledge City. They visited the GKC exhibition hall and the newly built Utility Tunnel, the Kedengshan Water Plant in ZengCheng, the Water Quality Monitoring Center, and the Science City water pump station. After which, a detailed introduction of the GDD’s water supply system was conducted by the GDD Water Supply Center. The experts gained better understanding of the entire system and local conditions, and provided valuable suggestions to GDD Water Supply Center.

Water Sustainability Strategy

Over 70 representatives from, Guangzhou Municipal Water Affairs Bureau, Construction Bureau of Guangzhou Development District, Guangzhou Development District Water Supply Center, GKC Co and the water supply companies in several districts of Guangzhou city, participated in the seminar. The Singapore experts gave several systematical presentations on the sustainable strategy, legislation, planning, network, and quality control of Singapore’s water supply management, and further elaborate and shared more information during the Q&A session.

The seminar received very positive feedbacks from the participants. Representatives of the various organisations commended that the training contents were very informative and effective. Through the exchange of knowledge, the participants in GDD and Guangzhou City broadened their vision and thoughts, and uncovered gaps and learning points from Singapore’s practice. The seminar was beneficial for the Guangzhou officials and could serve as a catalyst to help improve the services and management level of the water supply in Guangzhou City.  The GKC Software Transfer Series would continue to help support the development of Sino Singapore Guangzhou Knowledge City, propelling it into higher standard, and strengthen the communication, interaction and collaborations within the region.
