The Centre of Excellence for Software Transfer (CEST) is an important international base for knowledge transfer and a platform for bilateral communication between China and Singapore. CEST shoulders the mission of carrying forward the fine cultures and knowledge between China and Singapore. As an outstanding transnational and cross-cultural strategic communication platform and a highly recognized hub with intellectual resources of both countries.

Green Building Training Seminar

10, January 2014, Sino-Singapore Guangzhou Knowledge City Investment and Development Co., Ltd (GKC Co) held a Green Building Collaborative Training Seminar at Jabil's Training Institute that attracted 150 participants from various government departments and developers from Guangzhou Development District (GDD).

Gao Chun Ping, Deputy Director of the Bureau of Science and Technology Development Agency of Singapore, Meng Qinglin, Professor of South China University of Technology School of Architecture, Yong Ping Quen, Chairman of BSD, and Wee Liam Choo, Deputy CEO of Surbana, shared their experiences in the promotion of green building in Singapore. They also provided insights on local green building development and management from the government and developers' perspectives, analyzed the formation of policies and its implementation, green building technology, costs and etc., all of which can be adapted by GDD and Guangzhou Knowledge City (GKC).

The Green Building Training Seminar was jointly hosted by GDD's Organization Department and GKC Co and organized by GDD's Construction Headquarters, GDD's Bureau of Construction, Urban Utilities and Landscaping and Singapore's Building and Construction Authority (BCA).

June 2011 Agreement signed between Singapore's BCA and GDD for further collaboration and development in GKC's green building standards, guidelines and construction management

March 2013 Singapore's BCA fulfilled the basic responsibilities from the Service Agreement and reported results to GDD's Construction and Municipal Gardens Bureau

2013 GDD published "Comments on the Implementation of the Development of
GKC's Green Building" and "GKC's Green Building Construction Regulations"

Currently, GDD's Project Office, GDD's Construction Bureau and GKC Co are working with relevant departments to prepare necessary documents and materials needed for the application to the Ministry of Housing and Urban-Rural Development to list GKC as an Eco City pilot site.
