The Centre of Excellence for Software Transfer (CEST) is an important international base for knowledge transfer and a platform for bilateral communication between China and Singapore. CEST shoulders the mission of carrying forward the fine cultures and knowledge between China and Singapore. As an outstanding transnational and cross-cultural strategic communication platform and a highly recognized hub with intellectual resources of both countries.

Protection of Intellectual Property Rights A Crucial Step Towards Building a Knowledge Based Economy in Guangzhou Knowledge City

On 27 February 2014, Guangzhou Development District Committee, Luogang District Committee Organization Department and Sino-Singapore Guangzhou Knowledge City Investment and Development Co., Ltd (GKC Co) jointly held an Intellectual Property Rights Training Seminar at the Luogang Convention Centre. In addition to Ms Chiam Lu Lin, Deputy Chief Executive of IPOS and Executive Director of IPA, and Yan Zhiming, Deputy Director-General of Luogang District Government, the seminar was attended by 260 participants from government departments and enterprises. The Intellectual Property Office of Singapore (IPOS) and Intellectual Property Academy (IPA) were invited to share their technical expertise and experience in the field of Intellectual Property Rights.

Dr. Jack Cheng, Senior Assistant Director of IPA, gave an overview of the Intellectual Property (IP) landscape of China, Asia and globally. He shared on the importance of IP Training for government officials and enterprises, the strategies of establishing patent portfolio and how to extract competitive intelligence. Mr Benjamin Chong, Partner of Rajah & Tann Law Firm, shared his experience on the importance of IP as an intangible asset for a company's growth strategy that creates high commercial value and a strong brand identity for enterprises.

The recent MOU signed on 23 October 2013 between Knowledge City Administrative Committee (KCAC) and IPA marked the significant development of SSGKC into a model Intellectual Property Hub in China, securing its first crucial step towards building a knowledge based economy. Followed by the MOU signing, this seminar marked the first strategic collaboration in training of Intellectual Property Rights between IPA, KCAC and GKC Co. Ensuring the protection of intellectual rights in an Intellectual Property Hub provides the basis for a knowledge based economy in SSGKC.
