The Centre of Excellence for Software Transfer (CEST) is an important international base for knowledge transfer and a platform for bilateral communication between China and Singapore. CEST shoulders the mission of carrying forward the fine cultures and knowledge between China and Singapore. As an outstanding transnational and cross-cultural strategic communication platform and a highly recognized hub with intellectual resources of both countries.
The Sino-Singapore Guangzhou Knowledge City Software Collaboration Programme reached a new milestone on 27 May 2012 with the first training session held in Singapore. A delegate of 18 officials from the Guangzhou Development District Administrative Committee and Luogang District participated in a 14-day training programme that spanned areas such as social development and management conducted by Singapore's Nanyang Technological University (NTU), water supply planning, development and management by Singapore's National Water Agency under the Public Utilities Board (PUB) and Efficient Urban Planning, Implementation and Management by Singapore's Urban Redevelopment Authority (URA). Further, the delegation also attended an extension of e-government training by the National University of Singapore (NUS) which follows from an earlier training session held in Guangzhou in May 2012.
